Abstract

This study considers that flood risk countermeasures require two points: control in the location optimization plan and specific flood damage countermeasures in the local government, and plans are formulated for local governments that establish location optimization plans in the Kinki region. At that time, we will clarify what kind of opinions were obtained from the citizens and other departments in the agency and how we tried to reach consensus, the main factors including the inundation area in the residential guidance area, and the disaster countermeasures. The purpose is to obtain knowledge that will help local governments to think about flood damage countermeasures together with stakeholders in order to make the city more compact in the future.
