Abstract

This study clarifies consistency and its actual situation of hub setting by Urban Facility Location Plan (UFLP) and Regional Public Transportation Plan (RPTP), targeting 31 local hub cities. Only 52.7% (137 hubs) of regional hubs are consistent by both plans. In order to check actual consistency, we define ‘concentration of hub place (CHP)’ and ‘spatial consistency (SC)’. Only 43% (63 hubs) are satisfied with CHP which is defined by facility accumulation and public transportation frequency. On the other, 78.8% (108 hubs) are satisfied with SC defined by platform space quality and surrounding facility. And only 40.9% (56 hubs) are satisfied with CHP and SC.
