Abstract

This study investigated about generation and utilization of vacant lots in the reconstruction land readjustment project areas in Kobe city 28 years after the Great Hanshin-Awaji Earthquake in1995. In some project areas, the vacant land ratio was close to 20% even around 2010, approximately 15 years after the earthquake. It has been on the decline recently, and these vacant lots are still being filled. We conducted the detail surveys in three project areas, and from the view point of the utilization of vacant lots, it was found that more vacant lots are underused land like parking lots or used by local residents etc. , rather than unused land like poor management. In project areas where many vacant lots remain, there is a tendency for the ratio of vacant lots with small site areas to be high. The lands which were constructed buildings from 2012 by 2022 is mostly used by residential functions, so that some areas were reconstructed with land use that was different from the previous regional characteristics.
