Abstract

The purpose of this study is to clarify whether there is any planning system for community plans based on comprehensive plans and master plans and trends in their structure and format. The study clarified the actual status of community plans in 35 municipalities with a population of 300,000 or more that include community plans in their comprehensive plans, master plans or both. The results showed that while there is no unified structure or format in all municipalities, there is a certain degree of standard planning system and trends in structure and format. Community plans were described in the master plan, and were positioned as a means to promote and realize community development, and to promote community plan initiatives through citizen initiative and collaboration. The study also analyzed Kochi City's approach to community plan, which differs from that of other municipalities.
