During the period of high economic growth, disparities between the four major industrial regions and other areas became an issue. To correct regional disparities, new industrial cities and special industrial development areas were selected. Although, Wakayama was not selected for either policy, active development has taken place in the northern coastal industrial area. The purpose of this study is to clarify the interrelationships between ports, where large-scale industrial infrastructure development has taken place in spite of the fact that they were not the target of central national policies during the period of high economic growth, and the urban space behind them. This study shows that port development involves regional planning, which in turn leads to urban planning and residential development.
