In this research, a questionnaire survey to railway passengers was conducted to analyze choice behavior of the passengers when railway service stopped. Passenger's choice model was estimated by using Stated Preference data and the characteristic of the choice behavior was clarified. It becomes clear that the passenger has the tendency to wait the restart of the stopping railway service even though the travel time of detour route is shorter than that of the currently stopping route. Finally, the estimated choice model was applied to the simulation system to calculate the time loss of railway passengers, and the statistical distribution of the time loss was determined.
