Abstract
Many of the problems associated with urban development and transportation arise from the inefficiency brought by the ‘strategic complementarity’. To overcome the underlying inefficiency problem, it is important that various entities are motivated to attempt new trials. In this paper, an entrepreneur approach is defined as a policy to motivate voluntary organizations to make new attempts, and some primitive conceptual frameworks regarding expected roles and issues of voluntary organizations are discussed. This paper discusses about accountability, legitimacy and trust that are closely related to the issues of partnership between the government and the public. Furthermore, the importance of learning process among local people (regional learning) and some approaches to stimulate regional learning are pointed out.
