To deal with continuous increases in the subscription fees of academic journals, libraries are now finding solutions by transitioning from journal subscriptions to open access publications. Although open access journals make articles freely available on the Internet, they commonly require authors to pay article processing charges. The Japan Alliance of University Library Consortia for E-Resources (JUSTICE) has developed a roadmap for converting to open access. For journal contracts during the transition period, transformative agreements, which include both subscription fees and article processing charges, have been introduced. For the sustainable circulation of academic information, university libraries and library consortia are trying to find effective ways to negotiate with publishers by collecting and analyzing use and payment data.
