Abstract
Authors present a new representation of the Lienard-Wiechert potential. This representation is obtained from the study of retarded time on a heuristic point of view. It is indicated from this representation that if a motion of a charged particle is specified, the Hertzian tensor potential can be expressed by using it. From this, a multipole expansion of the field produced a moving charge is obtained in accordance with Bouwkamp and Casimir’s procdure. Moreover, as an example, synchrotron radiation will be expanded in multipole radiation.
