This paper summarizes the countermeasures against radioactive contamination and distribution rumors in Fukushima Prefecture over the past nine years, and clarifies the issues to be addressed in order to build a new producing center and distribution system in the Fukushima production areas that cannot return to the pre-earthquake state. Nine and a half years have passed since the Great East Japan Earthquake and the accident at TEPCO's Fukushima Daiichi Nuclear Power Plant. In Fukushima Prefecture, a two-stage system is in place: safety is assured at the "entrance" stage, and at the "exit" stage, when the products enter the distribution channel, all products are further inspected to ensure safety and security. On the occasion of the 10th anniversary of the disaster, the downsizing and reorganization of the Reconstruction Agency and the shift from total bag inspection to monitoring inspection of all rice produced in Fukushima Prefecture are being considered, but there are no clear guidelines for the formation of new producing center. The results of the nuclear disaster countermeasures in Fukushima include: (1) research on soil microorganisms and soil components cultivated through countermeasures against radioactive contamination; (2) characteristics of crops cultivated through research on the transfer mechanism of radioactive materials; (3) safety assurance and certification systems established through wide-area inspection systems such as total volume inspection and total bag inspection; and (4) health impacts and considerations.
