After the Great Hanshin-Awaji Earthquake in 1995, many fault-generated earthquake disasters and the unprecedented tsunami disasters caused by the Great East Japan Earthquake in 2011 had led us to lean and realize that it is difficult to rebuild and reconstruct the damaged areas as well as people's lives. It is therefore necessary to build a pre-disaster recovery plan from the disaster prevention perspective to rebuild our communities considering the risk of future major disasters such as the Nankai Trough Earthquake. In addition, there are a wide range of issues that need to be addressed in pre-disaster recovery planning. A large amount and different types of information (i.e. basic data) are required in order to analyze the issues of the region, to consider strategic measures, and to implement them. Also, the information system for this purpose is a part of pre-disaster recovery planning. From this perspective, in this study, we developed and utilized a database platform as a base for pre-disaster recovery planning.
