Infrastructure maintenance experts (ME) training unit of Gifu university has been established since 2008 and it has been already expanded to outside of Gifu area, so the ME training unit has well known as advanced and unique training program in Japan. Authors have tried international expansion of framework of human resources development based on ME training unit throughout JICA technical cooperation. This paper introduces the background of the JICA Zambia project of Gifu University throughout JICA technical cooperation, the installation of international division, its project content and attempt international expansion of a framework of human resource development based on ME training unit throughout JICA technical cooperation.
