Abstract

 Collaboration between clients, construction, design and other technical service providers is vital to improving productivity and ensuring quality on public construction projects. Among the most important is to improve the management capability of government as a client. This study tries to define management skills necessary to be a client and consider measures to achieve the necessary buildup, by presenting results from the survey carried out in 2019 targeted at local government organizations. The survey revealed the need for staff training and other internal efforts as well as the use of outside resources for retaining management capability. To address these issues properly, qualification and assessment of the management capability proved to be important after careful thought about the scope of management.
