To reach a consensus beyond own position between stakeholders having diverse values and different ideas is not easy in infrastructure systems management. On the other hand, regional common resources such as agricultural water and “Satoyama” (woodland in a village) in Japan have historical backgrounds that have been used and managed based on local rules. This study aimed to clarify the legitimacy of regional water resources allocation rules and process of conflict resolution through case studies in Japan. Also, we considered the roles of rural engineering administration system from the process of making regional orders in water resources management.
