The water supply business in Japan is in a difficult management phase, such as a decrease in profits due to a declining population and changes in the industrial structure, and an increase in renewal costs due to aging facilities. With the revision of the Water Supply Law in 2018, concession contracts can be made even in the water supply business. It is expected that management will be improved by the technical capabilities and management skills of the private sector. In that practice, it is necessary to appropriately evaluate the business risk and profitability, and to consider and apply the contract based on the characteristics as a public service. The purpose of this study is to construct a management simulation model that bundles the three water services of water supply, industrial water, and sewerage, and to quantitatively analyze and evaluate the effects and problems of introducing the concession method.
