Abstract
Administrative litigations over urban infrastructure developments have succeeded even though legitimate procedures are taken. This study first overviews critical issues in recent conflicts and conducts a close examination n the case of Odakyu railway elevation project. It is shown that additional procedures are necessary to secure independence among actors in EIA procedures and to establish horizontal network for assessing multidimensional outcomes of the project. It is concluded that evidence-based assessment procedures are necessary in urban infrastructure developments with long-term planning process and the consequently diversified risks. These procedures contribute to the formation of social capital which enhances quality in planning and citizens' QoL.
