Abstract
Achieving rapid economic growth and improvement of social lives in recent years, China is facing with various and serious water problems which include frequently occurring water-related disasters, water scarcity, water pollution and water and soil erosion. In order to achieve sustainable water management for the future, it is indispensable to develop human resources who adequately manage such problems. Targeting this human resources development for water resources as an important policy theme, Chinese Government settled a long-term plan on human resources development for water resources and established the Human Resources Development Center for Water Resources. The Japan-China technical cooperation "Human Resources Development Projects for Water Resources" was implemented from July 2000 until June 2007 as a core project for the human resources development. This thesis discusses the significance of the human resources development for water resources in relation to solving various water problems in China. It also studies the improvement of the project and its overall outputs after the improvement of the evaluation for the first 5 years activities.
