In recent years, unmanned aerial vehicles (UAVs) have been proposed for use in various engineering fields and are a great interest to technical high school students. However, according to Aviation Law, a flight permit from the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) must be secured for all UAVs not less than 200 grams in weight, pilots with ten or more accumulated flight hours, and for all flights in Densely Inhabited District (DID). Furthermore, UAVs can be severely damaged in the event of a crash and are a great liability if collisions occur with people or objects. Consequently, it is difficult for students to easily fly UAVs. With the help of Information and Communication Technology (ICT), I developed a learning method for civil engineering utilization of UAVs using so-called Toy Drones. These UAVs are lightweight, inexpensive, and are not regulated by Aviation Law. In this report, I elucidate practical examples of this method.
