Abstract
In Japan, there are many cities which experienced urban sprawl in rapid suburbanization. In these cities, it is necessary to reconsider the land-use and to realize compact and green cities. In this paper, first of all, it is proposed that TDR (Transfer of development rights) are allocated for realizing the political goals for urban greening, and that it is possible to transfer the developments rights in the market. Secondly an urban operational model is proposed for the impact analysis of introducing TDR for urban greening. The characteristic of this model is considering not only land markets but also TDR market simultaneously. In the later part of this paper, this model is applied to Nagoya Metropolitan area, and it is shown what impacts are realized through the introducing the TDR for urban greening to Nagoya Metropolitan Area.
