Abstract
In the first construction work of the Uji River Hydroelectric Project by Ujigawa Electric Power Co., Inc., a head tank and penstocks were installed on a hillside of Mt. Buttoku, located on the opposite side of Byodoin Temple across the Uji River. Construction of such hydroelectric facilities posed a threat to the scenic beauty of Uji; however, appropriate conservation measures were taken through forestation planning by Dr. Seiroku Honda. This study clarifies the deliberation process of scenic conservation measures undertaken as part of this project. The major results are as follows: 1) The policies and measures for scenic conservation proposed by Ujigawa Electric Power Co., Inc. and Uji Hoshokai (The Organization for Preserving Beautiful Sceneries) at first were different from Dr. Honda's plan and 2) Dr. Honda's plan was adopted in keeping with the intention of Mr. Omori, the governor of Kyoto Prefecture.
