National land policy in postwar Japan has been promoted with the aim of achieving a balanced development of the national land, however, population concentration in cities and depopulation of rural areas have become big issues. On the other hand, EU countries are mitigating population concentration in urban areas and population outflow in rural areas in comparison with Japan.
One of the reasons for the population change is the difference of policies for agriculture, which is a major industry in the intermediate and mountainous regions. In the EU, agricultural policies are designed from a national land policy perspective to ensure not only farming, but also access to education and medical care, and in other words, to respect the citizen`s rights. In this study, we analyzed the common agricultural policy in EU from previous studies and administrative documents and compared them with those of Japan. Besides, we discuss and propose national land policy frameworks to deal with these issues.
