As the number of elderly people increases, and the number of people who have voluntarily surrendered their driver's license increases, it will become important to support elderly people who have difficulty in going out for shopping, going to hospital, etc., by using private passenger service to transport with private cars to supplement conventional public transport, through volunteer groups and local mutual aid. In this study, the authors conducted a survey of the organizations providing passenger service with private car by hired driver and transfer service with private car by volunteering driver and analyzed situation of organizations such as revenue and expenditure balance, in addition continuity of providing transport services from the perspective of actual conditions, issues, and measures. As a result, the authors found the issues on balance, internal-subsidy, and aged-driver. In addition, that the availability of governmental subsidies income security, and the availability of personnel and income to manage the organizations are the issues for continuity, and that the use of other resources to improve transportation efficiency by shared ride, and the use of personnel and vehicles from other businesses of the organizations are the factors that make it possible to continue operating.
