Abstract

Focusing on the fact that electricity consumption strongly reflects the level of activity of residents and businesses, we attempted to analyze the impact of flood damage using smart meter data that can be obtained on a small spatial scale and in real-time. Specifically, we compared multiple data analysis methods for forecasting electricity demand and estimated the amount of decrease in electricity consumption due to flooding by the best method in terms of forecasting errors. As a result of applying this analysis approach to the areas affected by the heavy rainfall in 2019, the various recovery patterns of electricity consumption are obtained both in inundated and non-inundated areas. These results suggest that the use of smart meters may lead to a spatially and temporally precise understanding of flood damage.
