This study provides essential knowledge for policy intervention to eliminate psychological barriers such as “not reaching out” to persons with intellectual disabilities who use public transportation in the future. Specifically, we analyzed the relationship between the perception of the characteristics of people with intellectual disabilities when they use public transportation and whether or not they provide support when they encounter a situation in which a passenger with intellectual disabilities is in a difficult situation. The results showed that it is effective in reducing the psychological barrier for third parties, such as passengers, to give priority to informing them of the situations in which persons with intellectual disabilities find themselves when they use public transportation.
