INVESTIGATION ON RISK PERCEPTION OF PUBLIC OWNER REGARDING CURRENT BIDDING AND CONTRACT SYSTEMS

Abstract

 Dealing with low-priced bids and awarding bids by lottery remain important issues in the execution of public works projects in Japan. The latter runs the risk of inhibiting the growth of “honest company'' who are trusted by the local community and society. To manage this risk properly, a fundamental reform of the public works execution system is considered essential. One of references is “Kochi Prefecture version: Public procurement regulations (draft) general conditions for civil engineering complete construction.” Fundamental institutional reform brings with it great anxiety among those involved, so it is desirable to proceed with reform while alleviating those concerns. In this study, we investigated what risks local public owners perceive regarding public works execution and the construction industry, and what concepts and specific provisions of public procurement regulations should be used to reduce and eliminate them.
