In recent years, a tsunami disaster caused by a major Nankai Trough earthquake has been predicted in Japan, and the need for advance recovery planning has been pointed out for early recovery from disasters. In preparing such an advance recovery plan, spatial planning is necessary not only from the perspective of disaster, but also considering living and environmental conditions, and for this purpose, the participation of local residents is important. As a first step toward this goal, this study focuses on the Kamiya area of Yura Town, Wakayama Prefecture, where tsunami damage from a Nankai Trough earthquake is predicted, and examines the spatial planning of 1) community participation, 2) land use, and 3) other aspects (environment, livelihood, etc.). The effectiveness of the workshop was assessed through two surveys (a questionnaire survey of WS participants and a questionnaire survey of all Kamiya area residents). As a result, the effectiveness of our method was confirmed from three perspectives: 1) a planning method that encourages residents' participation, 2) a spatial planning method that includes land use, and 3) a planning method that includes perspectives other than disaster prevention (environment, daily life, etc.) in response to tsunami damage.
