Abstract
 In the offshore wind project off the coast of Iwafune, offshore wind turbines are installed in a general sea area. After authors carefully conducted the consensus building on the project, Murakami city council and the inter-agency council decided to promote the project. Besides, a project promotion committee was set up in Murakami city by the municipal ordinance in order to publicly seek the developer for carrying out a valid feasibility study on the project. In the project promotion committee, an assessment committee was also set up and devised the procedure manual for the feasibility study. Murakami city put out an open call for developers following the procedure manual for the feasibility study. After the assessment committee selecting the developer from several applicants, the project promotion committee confirmed the developer for the project. The selected developer entered into discussion with the parties concerned in order to carry out the feasibility study.
