Abstract
 In recent years, due to lack of landfill, effective utilization of dredged soil is an issue. And it is examined to use dredged soil as materials of shallow water and tidal flat. In papermaking, it is required that recycle of paper sludge ash. Paper sludge ash that has high water absorption rate, has studied as modified material that is applicable for high water content and organic clay. Hence, experimentation was conducted using modified soil that made of dredged soil and paper sludge ash to grasp the property and proposal construction method of tidal flat. As a result, it became clear that surface compaction made available modified soil as material of tidal flat.
