In order to extend the service life of asphalt pavements, it is important to prevent permanent deformation of the base course and subgrade and to prevent water retention. In general, prime coat is applied to stabilize the base course surface and prevent water from penetrating into the base course to keep the base course healthy. However, there is no laboratory test method to quantitatively evaluate the various base course protection effects of prime coat. Therefore, a laboratory performance evaluation method was developed to evaluate the performance of prime coat, which contributes to the long lasting pavements by suppressing permanent deformation of the base course and improving durability when rainwater retention occurs. Through this study, it was found that the asphalt emulsion performance required for long-term protection of base course are penetration, water resistance, and use of low penetration index bitumen.
