Abstract
 In this study, such processes as improvement of route bus services, shared taxi services, and promotion of public transportation use in public transportation revitalization processes in Koto area, Shiga Prefecture were analyzed, and at the same time, the roles taken by the staff in local governments were clarified. In particular, the reasons why the policies were implemented smoothly and the remaining issues in the future were clarified through the questionnaires given to the people in local government bodies who were in charge of these policies.
 As a result, it became clear that the several local government bodies “realized” the solutions for the problems, “planned” by working together, and “worked proactively” to implement the policies. Also, it became clear that the change in mindset of the people in charge of these policies acted as a driving force for the further promotion of their activities.
