Abstract
In the development assistance field, donors have increased the community development project in terms of size and the number with participatory approach. Those projects are composed of infrastructure development sub projects. We analyze what input and implementation method of the case project produced social development effects and impacts focusing on processes of the project and from empowerment view point. JICA's regional development project whose main component is infrastructure development is selected as the case study. We found that community infrastructure components led to emerging empowerment with the condition of participatory and inclusive ways, securing accountability and considering capacity development of local organizations. We also found that social capital affected the empowerment emerging and implied characteristics of infrastructure development process positively leads to emerging empowerment.
