Abstract

 In the process of debate on the abolition of local railways, there are many cases in which citizens’ survival movements are developed, and in some railways whose survival has actually been decided, there are cases in which citizen organizations are thought to have played a major role. In this research, we focused on activities by a new type of civic organization that involves researchers, the media, local councilors, etc., which is different from the utilization promotion activities such as “Let’s get on and leave” for the Echizen Railway in Fukui Prefecture. Clarify the role they played in the consensus building process. Citizens’ organizations targeted in this study are not limited to the position of the general public, but also analyze and enlighten the evaluation of the public value of railways from an academic and scientific perspective, and consensus building activities involving the media and local councilors. In the past, it was not taken up as a research subject and did not remain in official records of the government.
