Abstract
 Kadonowaki and Minamihama are the city blocks of Ishinomaki along Ishinomaki bey of the south-west part of Ishinomaki, and the blocks were damaged more intensively than the other areas of the bey. This paper reports the evacuation features of the organizations and the residents in these areas using the data collected by the author and the Joint Survey Group about Tsunami Evacuation of the Great East Japan Earthquake (team for Yamada and Ishinomaki).
 Most of the organizations could orderly evacuate the associated people into the safe place. They were well prepared and the directors, being responsible to the safety of the associated people in their organizations, decided to evacuate promptly and firmly.
 However, 20% of the residents did not evacuate, and some of the residents who evacuated first got into a mess and returned regrettably to their houses before the tsunami coming. Most of the residents seemed to have been affected by the low awareness of tsunami risk of the regional society. The hazard map distributed by the city office did not denote the tsunami risk of these areas and the disaster drill for the residents did not include tsunami evacuation.
