Abstract
As the frequency of local heavy rain increases due to recent climate change, existing dams are required to have flexible control systems in place which take into account the conditions of downstream rivers. In this article, I will introduce a judgment support tool to decide optimum outflow discharge from a dam. In conjunction with the “minimum necessary discharge table”, this tool utilizes the reservoir flood control volume effectively by implementing flood control operation in a planned scale and lowering downstream river water levels while ensuring the safety of the dam. I will also present a case study for this operation.
