The evaluation systems of postsecondary institutions, mainly the accreditation system, are explained. Five principles : (1) disclosure, (2) peer review, (3) autonomy utilization, (4) support for institutions, (5) consumer protection, and three conditions for the performance evaluation (1) pluralism, (2) voluntarism, (3) institutional autonomy are pointed out.
