Abstract
Tsunami caused by East Japan Earthquake broke drainage system of large paddy field area along Sendai Bay. Recovery of drainage system was the first priority problem. Based on field survey of damages, for reconstruction of rather strong drainage system, improvement of safety of drainage pumps and gates, pumping stations as tsunami shelter, emergency power supply system and use of canal along seashore are recommended. Furthermore, coastal tsunami risk area should not to be used as habitat areas but as agricultural land. These hazard buffer agricultural lands should allow tsunami inundation and designed and managed as hazard buffer area that can be equipped rapid salinity removing system.
