Abstract

It is necessary to ensure that local residents evacuate to reduce human suffering from flood inundation. However, disaster management staff in local governments that are responsible for making residents evacuate are not necessarily experts and may not have sufficient knowledge or experience with flooding and inundation. The ways for local governments and local researchers and engineers to work together to support evacuation decisions are needed. local government officials and experts checked the flood inundation zones in their respective areas and shared how the anticipated inundation would occur at three towns in the Tokachi-gawa River basin. By having local government officials and engineers/researchers check the area together with the flooding area map and elevation map, it is easier to visualize the flood damage that will occur in the area, and this will support the evacuation decision of the local government.
