Abstract

 Since 2014, Chiba City has been operating "Chiba Report," an application used to solve local issues. Currently, "MyCityReport," a system developed based on "Chiba Report," is also in operation, and its use is spreading to local governments nationwide.
 Data on registered users of applications provided by the government is not always made public, but in the case of "Chiba Report," data on registered users and reports from registered users is made public as open data. Therefore, this study focuses on registered users of "Chiba Report," which has been in operation for 10 years.
 As of 2016, Honda (2016) estimated the penetration process of government applications in “Estimating the penetration process of government applications based on the open data of Chiba Report registrant information.” In this study, we will estimate the process of establishment of administrative applications.
