Abstract
This paper reveals the objectivity of management ineffectiveness and the main causes for "mismatched management" and "management mismatch", defines the connotation of managerial hierarchy and proves, through mathematical methods, examples and logical reasoning, that Stratified management is able to optimize management outcome and reduce management ineffectiveness thus establish a theoretical framework and logical model for Stratified management. The findings show that when the management theory and its target can match well with each other, an optimized management outcome will be achieved. It thus suggests that a meticulous Stratified system should be put into place and the Stratified management theory should be popularized to enhance management effectiveness and efficiency.
