Abstract
The overall judgment open bidding which adds technology to prices and determines successful bidders is popularly practiced in local government IT procurement systems. The standard for determination of successful bidders is designed so that the best IT company for local governments can win a bid. The study has been conducted to examine the relationship with successful bid situations as well as to analyze decision standards of successful bidders. In consequence, it has been conducted to clarify the percentages of prices and technology in every local government, and characteristics of technology evaluation items. In addition, it has been conducted to examine the effect of overall judgment open bidding and future issues.
