Abstract
The information sharing system “COVIMARU” for accommodation facilities for COVID infectious
diseases was developed by a volunteer organization centered on university faculty members. The volunteer organization did not include software development experts, but was able to develop quickly and at low cost. In this paper, we examine the success factors of this case. It is noteworthy that “COVIMARU” made good use of the GIS-based platform from the userʼs point of view and did not have to develop its own software from scratch. This case provides suggestions for a new EUC paradigm.
