Abstract

In this study, we examined the design and development of library service for the blind living in the community at school library for the blind, from the time when "School Library Act" was approved to the 1960s. School library for the blind, which was institutionalized by "School Library Act", found out originality in library service for the blind living in community. And the argument and practice about its service spread. The regeneration support undertaking for the Ministry of Health and Welfare, and the last report of "School Library Council" backed these up. However, about the second half of the 1960s, its service miscarried. It was why, (1) its service point in the site of school, (2) delay of the preparation of school library for the blind, (3) change of reading environment for the blind. This service of school library for the blind by the 1960s had the one side as the early history of "library service for persons with handicapped" of the public library which got into stride by the 1970s.
