Abstract
In this study, the author considers some expected requirements for libraries in private universities under the University Ordinance of 1918 and tries to clarify the actual condition of private university libraries during the Taisho Period in Japan. Requirements for private university libraries had been established by the confidential bylaw on approval of the establishment of universities. This study reveals that most of the libraries in the private universities failed to satisfy the requirements when they had the approval of the establishment of universities. It can be said that the University Ordinance laid the foundation for private university libraries and impregnated the related parties with the necessity of university libraries.
