This study conducted a web information survey and interviews with two public librarians. It analyzed the types and characteristics of public library services for children in Japan implemented as countermeasures against COVID-19 during its first wave from January to May 2020 and the process of realizing the new services and librarians' perceptions. First, the web survey results indicated that the services could be classified into three types: web-based, such as online resource guides and original video; on-paper reading materials, such as book lists, library grab/lucky bags containing recommended books, home delivery, group lending; and interactive services. Next, the interview survey results revealed librarians' frustration that they could not provide services. Expectations and encouragement of local government officials and colleagues in the library sector motivated service realization. Ultimately, experienced and novice staff collaborated to develop the new services.
