The tower-type solar thermal power generation plant comprises towers, receivers, and heliostats. Heliostat reflects sunlight to the receiver, and the receiver collect reflected light from the heliostats and converts it into heat. The tilted angle and azimuth angle of heliostat change according to the solar orbit, and it tracks the sun. Therefore, the position of the heliostats is important in tower-type solar thermal power generation plants. This study examines a heliostat equipped with a mirror instead of a heliostat that drives a photovoltaic array with multilayer film that can control broadband oblique incident light. We propose a new heliostat placement method based on the radial staggered layout method. The layout of heliostats is optimized by the genetic algorithm to maximize the total annual radiation of heliostats and tower receivers. This study also considers shadowing, which creates shadows with heliostats, and blocking, which blocks reflected light from the heliostats. As a result, the layout of the heliostats is obtained that maximizes the yearly total amount of light received, considering the site's shape, shadowing, and blocking.
