Abstract
Recently, a torn of "Security and Safety" has been widely used instead of a single term of "Safety" not only in mechanical fields but also in various fields in Japan. In the previous study, a fundamental concept of the paradigm shift from safety to security & safety has been made clear by quoting the development of "the theory of knowledge" in the western philosophy. Here its fundamental concept is made clear by using a philosophical concept of "Intentionalitat" in German that means intentionality in English.
