Abstract
This study deals construction of a Traffic simulator for the evaluation tool of traffic flow. As the first step of in this study, in order to take decision-making of a driver into consideration, the right-turn action model in a crossing was built. This traffic simulator was built by the driver model, which used to as Fuzzy and the vehicles model of cross direction control. Finally, the constructed traffic simulator is described real traffic flow.
