Abstract
In this paper following the first report, the authors describe the nature of human behavior and the organizational perspective in the technology from the 1940s. The organization which is the leading figure of the production engineering faced a change in and confusion with the development of the production engineering. The organization which selected and adopted the new ways of thinking, the behavior pattern and the administration sytem had evolved. Since 1940, the management has continued to be systematically addressed by technological management strategies in place for production quality control. The authors describe the organizations that need to do so.
