Abstract
The importance of the Manager in any organization is recognized and his problems are analyzed. The responsibilities of the Manager involve Technical, Time and Cost constraints. These demand from him profi-ciencies in the fields of Engineering, Economics, Law and Communication. Furthermore, photogrammetric produc-tions being of intermittent type, the manager's role becomes more complex. The advantages and disadvantages of such intermittent production organizations are studied. The Cost-Effectiveness Analysis approach is considered as a very important decision making tool for the manager. In this regard, the factors for Cost and Effectiveness analyses are listed separately. The Cost and Effectiveness“Models”are discussed. Finally, by combining them into Cost-effectiveness mathematical model for analysis as a tool towards decision-making for the manager is discussed. This approach can claim to reduce the margin of error in decision making. Some points of recommendation for the manager are listed.
