Abstract
As the study of social problems and social work is a study of discrepancy in society, it was undertaken many difficulties and stagnated by the intention of pre-war power which was undemocratic severely.
This situation was manifested in following two features of pre-war sociological study of social problems and social work. Firstly, the sociological orientation did not take root in such studies, especially. They were lacking of an approach, as taboo, to study social problems in the social structure or totality. Secondly, They were short of focusing upon “Japanese in proper” in social problems, non the less various social sciences focused upon it.
It is an aim of this treatise to inquire for significance lying under these features in pre-war study of social problems.
